Message of the President, Mr. Piero Fassino
Dear colleagues, dear friends,
Welcome to the new website of the Socialist Group of the Congress of Local and Regional Authorities of the Council of Europe. From now on, our Group will be able to use this space for information, communication and debates. It is an important and useful tool that will give continuity to the Group, beyond the two annual sessions of the Congress.
For this, I would like to invite each member of the Group to use this space in order to provide information, to write comments, to make proposals.
Our Group joins at the moment 207 members representing cities and regions of the 47 countries of the Council of Europe. It is a group that brings together representatives of socialist, social democratic, progressive, ecologist and democratic parties.
Mrs. Gudrun Mosler-Törnström - The President of the Congress - is a member of our Group and our colleague, Mr. Leen Verbeek, is leading the important Monitoring Committee.
In recent years, the issues addressed by the Council of Europe and by the Congress of Local and Regional Authorities have become increasingly relevant for the European continent and for its countries. The handling of migrations, the establishment of the state of law and democracy, the rights of minorities, the respect of women's rights, the protection of children's rights, the fight against all kinds of violence and terrorism: these are key issues more and more significant that call upon not only the responsibility of state institutions and governments, but they involve also cities, regions and local institutions.
The strengthening of local democracy and the capability of local institutions of fulfilling citizens' expectations are becoming more and more crucial, especially in order to face the emerging populist movements betting on the fears and anxieties of restless societies.
Our engagement as Socialist Group is aimed at supporting and accompanying all the initiatives that the Congress promotes for the full achievement of democracy and the rights of citizens.
I am sure our action will be effective thanks to the engagement, the unselfishness and the capabilities of each of you.

PIERO FASSINO / BIOGRAPHY IN ENGLISH
Born in Avigliana (Torino) on the 7th of October 1949, he has devoted himself to politics since the early stages of his activity and developed a long, multifaceted international career.
Piero Fassino is currently President of the Socialist Group within the Congress of Local and Regional Authorities of the Council of Europe and Spokesperson of the same Congress for the Southern Mediterranean Partnership.
He is Vice-President of the Committee of Regions of the European Union.
He is member of the PES’s Presidency (Party of European Socialist) and member of the Global Progressive Alliance.
He is President of CeSPI (one of the main Italian think-tank specialized in international politics).
From 1994 to 2011 he was MP, elected within the Italian Chamber of Deputies and served as member of its International Affairs Committee; in addition, he was member of the Council of Europe and of the NATO Parliamentary Assembly.
From 1996 to 2001 he was member of the Italian Government: Under-Secretary of State for International Affairs ('96-'98); Minister of International Trade ('98-2000), Minister of Justice (2000-2001).
From 2001 to 2007 he is the Leader of the Democrats of the Left Party (DS) and under his guidance the Party evolved into the Democratic Party.
From 2007 to 2011 he was the European Union’s Special Envoy to Burma.
From 2011 to 2016 he was Mayor of Torino and, from 2013, also President of the National Association of Italian Municipalities (ANCI).
