Harald Bergmann (Netherlands, ILDG) will prepare the second volume of the Congress’s Manual on Human Rights for Local and Regional Representatives. Following the consultation with the Congress members, the Monitoring Committee meeting in Oslo, Norway, on 3 July 2019 decided that this time the manual will focus on social rights.

The first volume, published in 2018, focused on combating discrimination against refugees, asylum seekers, migrants, displaced persons and LGBTI people.
